  18. villainous Cap'n Mossback, who shows up in next month's Teenage
  19. Mutant Ninja Turtles' comic book. Strange that he resembles
  20. Secretary of Commerce ROBERT MOSBACHER, or is it? The
  21. character, whose catch includes sea turtles, is the hard-shell
  22. heroes' way of getting revenge for the Secretary's 1989
  23. decision to give shrimpers a reprieve from using nets with
  24. escape devices for the reptiles. "As a fan of comic books and
  25. fiction," says Mosbacher, "I thought it was funny." So send out
